Head of Commissioning EMEA, you will work with data center engineers, construction managers, and data centre operations teams to improve the delivery of data centre capacity. You shall be responsible for ensuring that projects are commissioned in accordance with standards and directly manage the process for projects in the EMEA region.

Responsibilities/Duties:

General Duties 

–       In conjunction with the Tech-Ops team, regularly review and develop commissioning procedures. They will participate in subcontractor plans for commissioning and qualification activities and will define deliverables, roles, and responsibilities for the commissioning and handover of the assets and facilities

–       Lead the commissioning teams (internal & external) responsible for verification, the function testing of systems and hardware, and assisting operations in a safe handover

–       Ensure that system commissioning procedures are developed, approved, and finalized, and that they include the appropriate content and detail to assure safe and thorough commissioning

–       Identify and coordinate the resources to define and manage the commissioning scope of work

–       Carry out commission ability reviews to minimize the commissioning schedule

–       Ensure that the project scope is divided up into systems that are defined to support ease of commissioning and develop system and sub-system lists in order of priority

–       Monitor and coordinate commissioning teams (internal & external) across projects 

–       Ensure a two-week look ahead work plan is established and managed, and that daily management activities are in place to monitor progress against the commissioning schedule.

–       Interact with general contractors to monitor progress and attend and chair (where necessary) commissioning meetings 

–       Intervene when personnel are failing to discharge their health and safety responsibilities and encourage good behavior and practice

–       Ensure that the commissioning execution plan includes the materials, special tools, and specialist engineering and vendor support for safe commissioning

–       Ensure systems are validated to meet performance specifications

–       Witnessing of Level 0 (FAT) to Level 3 testing

–       Undertake and deliver the Level 4 testing

–       Run specific integrated system testing (Level 5)

–       Review all commissioning elements of the Operation & Maintenance Manuals 

–       Monitor and coordinate timely and correct resolution of commissioning snag list items

–       Issue a Commissioning Final Report summarizing the project, and outstanding items (if any), and provide assurance for final sign-off

–       Provide support and training to commissioning personnel, ensuring personnel are competent and possess the required skills and tools 

–       Hold post-handover project lessons learnt meetings to understand what went well and any areas of improvement found. You will then share the findings within Operations and new build teams

Audit 

–       Attend any internal or external quality-related audits and be able to demonstrate and provide evidence that operational standards are being adhered to

–       Lead investigations and Root Cause analysis activities for in-country incidents 

Team Training and awareness 

–       They will from time to time act, as subject matter experts, and instruct other personnel in the implementation of technical & engineering standards. They will bring to the attention of the Regional Operations Manager and Operations team any shortcomings in the knowledge of technical & engineering standards by personnel or of any deficiencies or abnormalities in the operating procedures

 

Reactive skills

–       When, directed by the Director of Engineering Operations, carry out duties such as:

–       Leading or playing a role during Root Cause Analysis exercises

–       Support Customer Management during new customer negotiations to ensure that our standards are properly understood  

–       Support new facilities to ensure that they are fully compliant with our standards before go-live

Problem-solving

–       They will have the ability to break down problems into smaller components, understands underlying issues, can simplify and process complex issues, understands the difference between critical details and unimportant facts appropriate, and escalate when required with strong input and guidance around options/recommendations

Managing performance

–       They will apply clear/consistent performance standards to handle performance problems decisively and objectively and communicate in a manner that is direct but tactful and provides assistance to improve performance 

–       Develop a positive team culture through the achievement of results, teamwork, development, accountability, competency, and professionalism 

–       Demonstrate a passion for standardization and operational excellence.

They will maintain a knowledge of the industry and regulatory rules, requirements, and developments to ensure ongoing best practice

Requirements and Experience

 Experience working in the mission-critical environment within a large company, IT/Telecoms industry preferred

–       3+ years’ experience in leading a commissioning function in a mission-critical environment 

–       Experience in data centers or a similar environment is considered a significant advantage though not essential this will be a key consideration should multiple candidates be assessed for suitability 

–       Major installation/construction project management experience

–       Experience of working in a European multicultural environment

–       Working Knowledge of Plan Do Check Act (Deming cycle) is highly desirable

–       Recognized European Health and Safety Qualification highly desirable

–       Proficient in English language both written and verbal

–       Second European language written and verbal desirable
