Job description

We are recruiting for an experienced Total Facilities Manager (Facilities Operations Manager) to ensure the effective and efficient management of all the Estates and Facilities services on a large scale Estate in the Leeds area.

The position is a permanent role paying between 41-50k. Mon-Fri 40 hours per week. 18% pension and 25-30 days holiday plus statutory.


Main Duties and Responsibilities:

Be responsible for the direct and indirect management of staff, maintenance, service delivery, systems, contract and supplies under the post holder’s control.

To provide governance to all staff under the post holders control, ensuring that the necessary skill and competency levels are in place, developed or acquired via training. To keep the skills and knowledge under review to ensure that the institution can operate as an informed client/partner in all aspects of its activities. To procure in-house or contracted resources as necessary.

To ensure departmental compliance with policies and procedures.

To maintain effective and up to date schedules of day to day reactive and planned maintenance and cleaning, including the provision of soft furnishing and supplies, portering, security and waste management.

To provide support, guidance and leadership to staff ensuing regular meetings, one to ones, and performance and development reviews are carried out.

To ensure the cost-effective control and allocation of all aspects of the Hard and Soft facilities budget under the post holder’s control.

Responsible for purchase, materials, tools, equipment, and consumables from suppliers as required in line with the financial regulations whilst ensuring value for money and purchase through consortium agreements where appropriate

To ensure all necessary data is recorded and monitored withing the CAFM system and maintain an effective stock control system in respect of equipment and consumable materials needed to effectively deliver the service. In addition, responsible for ensuring the CAFM system is up to date with inventories for furniture, fixtures and fittings for teaching and workspace including halls of residence.

Responsible for ensuring day to day maintenance of the assets, including planned, cyclical and reactive maintenance is completed to ensure the site is in a good state of repair and is statutory compliant.  

To ensure the security of stocks, materials, and equipment.

To be responsible for delegated budgets, ensuring these are managed efficiently and effectively in line with the current financial regulation and procedures,

Responsible for the managed the domestic cleaning service, ensuing it is efficient, cost effective and meets the needs of the site.

Responsible for the management of all waste streams to current industry standards and to ensure cost effectiveness safe of operation and service to meet current sustainability while meeting current legal requirements for Hazardous waste and reducing carbon footprint for this sustainability scope.

Responsible for the management and maintenance of the CCTV, ID door access systems  and via dedicated contracts management and maintenance of the Intruder alarm systems in line with industry standard and the financial regulations and insurers.

To ensure that staff are correctly trained regarding procedures and practices including risk assessments and safe systems of works training.

Responsible for the service areas risk assessments and safe systems of works for all activities in the department and review as required. To ensure that staff observe and adhere to all relevant and current Health and Safety Legislation, ensuring all contractors operate under a permit to work process and works and task related Risk Assessment & Method statements for all work on site.

To ensure the provision of an effective, efficient 24 hour portering and contracted security service, including the correct operation of the CCTV, intruder alarm and ID access to meet current legislation and industry standards requirements including Data protection and to ensure all incident reports are completed and uploaded each morning.

To liaise with other departmental heads in respect of projects and initiatives and to assist in the day to day management of major events including open days,, applicant days etc

To assist in the discharge of sustainability and environmental policy and effectively contribute to the management of the reduction of the Carbon footprint of scopes 1,2 and 3.

To assist and support the Head of Estates & Facilities in the management of department’s annual budget and capital investments, and assist in ensuring that all operations and development activities are provided at optimum cost effectiveness.

To deputise for the Head of Estates & Facilities, represent the institution on Estates and Facilities matters and in dealings with the Funding Council, local and national authorities, and other external organisations, including professional advisors.

To ensure the use of data complies with current regulations, particularly those relating to GDPR.

To carry out other duties, commensurate with the grade of the post, as may reasonably be directed by your line manager after due consultation.


Person Specification

Experience in managing and delivering in an education environment for a multiskilled and diverse estate and facilities service.                                                                                                                           

Managing H&S and knowledge of current legislation and regulations.                                     

Experience of procuring large, medium and small contracts for goods and services.              

Operation and management of CCTV to current industry standards.                                                                                                                                                                              

Knowledge of current building regulations.                                                                                

Knowledge of constructions cyclical maintenance and services processes.                            

Knowledge of management and maintaining statutory compliance.                                         

Experience of using CAFM or similar system.                                                                           

Ability to produce detailed operational and financial reports.                                                                                                                                                

H&S qualification eg IOSH Managing Safely                                                   

Estates and Facilities management qualification. Dsc Degree in Facilities management, Diploma in Facilities Management, IWFM

Good general knowledge of electrical and mechanical systems.                                             

The ability to produce basic CAD drawings and understand technical drawings.                    

Trades background, e.g., Electrical, plumbing, joinery.
