Our client are one of the premier retail & entertainment organisations in the UK and globally, with multiple flagships in key major cities. Their flagship destinations are hubs for shopping, dining and entertainment for thousands of visitors each year. Based out of their Stratford facility, they currently seek a Facilities Manager to join their existing leadership team – crucially this role requires the individual to be qualified in an engineering (mechanical / electrical) discipline, and while ideally also possessing NEBOSH certification, they expect IOSH as a minimum. Guideline salary banding for this role is £65,000 – £75,000, and has additional benefits including an employer funded 9% pension, annual bonus (10%, discretionary) and private healthcare among a whole host of perks.
With the nature of site being 365 days per year, the successful candidate will join the duty team in providing cover 7 x days a week to this fast-paced site. This rota takes the shape of the below on average:
1 in 5 Saturdays (8am – 4pm / 12:00 – 8pm)
1 in 10 Sundays (11am – 7pm)
With this weekend element involved, the Facilities Manager will then get weekday days off “in lieu” to offset the weekend rota.
Candidates must be fully qualified in an engineering (mechanical / electrical) discipline, ideally through a full apprenticeship, and with at least five years experience managing within a commercial FM / Building Services. Along with core engineering qualifications, the customer are also seeking qualifications around health and safety, and as such NEBOSH / minimum IOSH Managing Safely course is a requirement in this role. Any additional training qualifications and experience would be viewed favourably; Legionella Awareness, CP / AP status for HVAC Systems, ILM Training, etc.
The Facilities Manager will be tasked with delivering an asset strategy that protects and preserves the development’s fabric, systems, plant, and equipment and aim to deliver innovations to enhance the performance of asset. In tandem, they will develop a management plan to ensure site standards are always maintained to a consistently high level and in accordance with good estate management practice.

Some of the duties & responsibilities will include:
Site Operations
- Manage the hard services contractor to ensure daily centre inspections identifying, recording and following through defects, inspecting and directing routine maintenance and contract works are carried out
- Carry out regular walks with contractors, inspecting and reviewing their works to ensure compliance with contract agreements and quality of workmanship.
- Maintain communication and report findings and recommendations to Senior Facilities Manager.
- Deputise for the Senior Facilities Manager when required.
- Carry out duty management responsibilities.
- Ensure PPM plan is up to date and details all service requirements for the centre.
Contracts
- Develop and deliver comprehensive and accurate contract scopes and specifications in conjunction with other UK assets, that reflect requirements to maintain and preserve the life cycle asset condition and develop service level agreements that deliver high performance contract output.
- Work in conjunction with procurement and other UK assets on tendering contracts.
- Produce business cases and commercial summaries where required in recommending the appointment of contractors maintaining a combined UK mindset
- Deliver high contract performance by monitoring and managing contractors and ensuring their compliance and service level agreements in accordance with company policies and procedures.
- Maintain an audit ready mindset for all relevant contractor documentation.
Budgeting & Financial Management
- Manage and execute areas of responsibility of the annual budget and Long-Term Forecast, maintaining the life cycle asset condition and achieving best value for money.
- Deliver best value for money on works through establishing a base of reputable contractors (and suppliers) and obtaining market quotations in line with policies and procedures. Where deliverable and relevant, promote local procurement interests.
- Identify and implement cost saving initiatives resulting in reductions to the retailer service charge and improved return on investments.
- Apply stringent fiscal principles in administering purchase orders, tracking receipt of goods and services and payments to creditors.
Compliance
- Management of centre finance processes and procedures to ensure compliance with organisational policies and procedures.
- Ensure all activities comply with the requirements of the Health, Safety and Environmental code
Policy and follow best practice principles.
- Maintain an audit trail of health and safety documentation.
- Management of projects to ensure compliance with CDM regulations.
- Compliance with insurance requirements and recommendations
- Track non-compliances and follow through with those responsible to completion and closure of the issue.
- Create comprehensive reviews on contract stats and performance.
- ISO45001 and ISO14001
Energy, Environmental & Sustainability
- Working with the Senior Facilities Manager develop a long-term sustainability programme that reduces the carbon footprint of the building and promotes positive environmental practices.
- Incorporate energy and environmental best practice into third party contracts and practices.
- Identify opportunities to enhance the Centre’s environmental credentials and accreditations and raise the profile and reputation of the Centre’s sustainability agenda.
- Manage contractors to deliver authentic social value initiatives supporting the Better Places Strategy of the centre.
Team Performance
- Provide leadership and support to the facilities team and to the wider business
- Work collaboratively with colleagues across both centres to support the delivery of the Centre’s Business Plan.
Experience, Knowledge & Qualifications:
- Proven experience in the Facilities Management and Building Services sectors.
- Demonstrated experience working in a senior position, able to demonstrate a management focus and leadership skills.
- Extensive experience in the scoping, tendering, negotiation, mobilisation, and management of contracts
- Working knowledge of Consumer law, Trading Standards, and related legislation
- Comprehensive knowledge of relevant legislation and compliance requirements
- Relevant safety training and a working knowledge of health and safety legislation with practical experience in the implementation of procedures
- Proven negotiating and influencing skills.
- Demonstrated understanding of building principles and mechanical systems
- Demonstrated experience creating and monitoring budgets.
- Relevant M&E qualifications and accreditations
- Experience of project planning and management would be advantageous.
