Job description

We are recruiting for a Head of Estates and Facilities to work within a large scale estate ion the Leeds area proving oversight, responsibility and operational control to the maintenance and facilities division. The role is a permanent position with an excellent package and working conditions:
35 hours per week - Monday to Friday
£53,000 - £61,000 depending on qualifications and experience
25 days holiday rising to 30 plus bank holiday and Christmas period
19% pension contribution

The post holder will report to the deputy Director of Estates and Facilities, the key duties will include but not subject too, staff management and development, estates development, planned and reactive programmes of works, all soft and hard FM deliverable, including statutory compliance and related Health
and safety duties.
The post holder will have the responsibility of the Computer Aided Facilities Management system (CAFM) and Building Management System (BMS). The role will also include preparation of KPI’s SLA, policies, contracts and tendering works.
The post holder will be expected to liaise with external and internal stakeholders, suppliers’ contractors and consultants on a regular basis, ensuring all contracts and supplies are managed efficiently.
To ensure the delivery of a highly effective, professionally driven and quality Estates and facilities function including satellite location, in accordance with the needs of the estate.
To ensure the effective operational delivery of the Estates and Facilities Service and other facilities/services within the site.
The post holder will Lead in the management of institutional energy and sustainability and environmental issues and responsibilities from an estates and facilities perspective.
Estates and Facilities assets development including satellite locations, covering both planned and reactive development works, and construction contracts and related staff under their control.
To support the Deputy Director of Estates and Facilities in the development and management in the delivery of the Estates and Facilities Hard and Soft FM deliverables including bespoke development.
Working with the Deputy Director of Estate and Facilities, to produce detail development report and business cases to support stakeholder approval for all capital development works.
To support the Deputy Director of Estates and Facilities in the management of the annual Estates and Facilities financial budget and capital investments programmes, ensuring that all operations and development activities are provided at optimum cost effectiveness and value for money.
Manage campus development both new and refurbishment.
Manage building operations both planned and reactive maintenance.
Manage engineering services operations and maintenance.
Support capital development projects (minor works through to strategic developments)
Manage grounds operations and maintenance to include boundaries and rights of way
Support procurement and management of utilities (e.g. water, gas, electricity, oil) via contracted services and consultants

Applicants should have a qualification in a relevant construction related discipline such as project management, building surveying and or mechanical and electrical. Have excellent organisational skills and good interpersonal and communication skills are all essential requirements of the role.
The post holders will also have considerable experience of managing a multiskilled estates and facilities department, including experience of supporting a significant site wide masterplan development and managing a large annual capital and revenue budget.
Have a good basic education to GCSE standard or equivalent, to include Maths and English. Proven experience of managing an Estates and Facilities department is essential as is experience of Microsoft Office 2013, particularly Word and Excel.
Relevant experience in the Public / Education sector and a good knowledge of working with financial spreadsheets and ideally AutoCAD skills would be advantageous.
Experience working with CAFM systems and BMS
Ideally to have lifecycle and project experience within the built environment
To have experience of liaising with key stakeholders
